Every once in a while an article comes out ranking past presidents–great, near-great, complete failure, etc. Who says? And on what are they basing those ratings?  Heritage is going gangbusters to fix the ratings to focus on specific categories-character, competence, foreign policy, among others-to take the focus away from high-rating big government leaders and give credit to the things that matter.
